Jiahe County in Chenzhou City has been rated as an advanced county led by new industrialization in Hunan Province recently. It vividly showcases Jiahe County’s efforts to promote investment attraction and accelerate the transformation and upgrading of traditional industries through excellent business environment.

In the production workshop of Fengyue Knitting Co., Ltd. in Jiahe High-tech Zone, more than 200 computerized sewing machines are running at high speed, and the products are exported to Japan, South Korea, Europe, and America.

It only took three month for the project from project negotiation to trial production, thanks to Jiahe's innovative investment attraction mechanism.

Li Junfeng, general manager of Fengyue Knitting Co., Ltd., said, “The local government has provided full assistance in resolving issues such as factory site selection and equipment purchase, and has offered comprehensive support in talent introduction and policy application.”

The local government has adhered to targeted investment attraction in the industrial chain, turned the problems of enterprises into responsibilities of the government to ensure the introduction and development of projects.

This year, a total of 33 “landmark projects” were launched in the county, and 97 of the 132 key projects at municipal and county levels have resumed work, with a total investment of 9.618 billion yuan, accounting for 67.82% of the annual plan.

At the construction site of the Zhongyida Phase II project, the standardized factory building has been completed, and equipment installation and commissioning are in full swing. It is expected to go into trial production next month. A construction worker said that all facilities and equipment will be installed at the electric furnace workshop by the end of this month and the trial production can be fully started by March next year.

Jiahe Hongsheng Manufacturing Co., Ltd. has reduced the production cycle by half and increased production capacity by 60% by eliminating outdated production lines and introducing fully automated lost foam production lines.

This year, the growth rate of fixed assets investment in the county reached 8%, ranking first in the city. The implementation rate and commencement rate of major projects reached 93.7% and 87.5% respectively.

The local government has implemented special responsibility and service mechanisms to strengthen departmental collaboration, and efficiently promote project construction.

Jiahe County has gradually formed a complete industrial chain with modern equipment manufacturing as its core.

At present, the county has introduced 8 CNC machine tool manufacturing enterprises, 6 optical and mechanical manufacturing enterprises, 8 knitting machine and injection molding machine manufacturing enterprises, and 35 supporting enterprises.

An official of the County Science, Technology, Industry and Information Technology Bureau said that they would continue to expand and strengthen the leading industry of traditional casting and forging, develop the characteristic industry of intelligent equipment and CNC machine tools, accelerate the development of modern agriculture, knitting, and cultural tourism, cultivate the emerging industry of low-altitude economy, accelerate the construction of the “small-scale parks in five large industrial parks”, promote the deep integration of industry, academia and research, and lead the industrial sector to transform towards “high-end, intelligent, and green” through new industrialization, laying a solid foundation for the high-quality development of the county economy.
