20 containers of photovoltaic glass were directly shipped to India’s Tuticorin Port via Hunan-Guangdong-Africa rail-sea intermodal channel after going through customs clearance processes like declaration, inspection and release at the Customs Surveillance Zone of Chenzhou Land Port on December 25. This is the eighth route using through bill of lading operated by Chenzhou Land Port.
This is the first time that Chenzhou has adopted the cross-customs supervision mode involving the rail-sea intermodal channel, cargo directly loaded upon arrival at the port and non-vessel operating common carrier for cargo declaration and release, creating a more efficient and convenient new path for inland foreign trade enterprises to go global.
Non-vessel operating common carriers (NVOCCs) with international qualifications and a strong presence in international routes are selected out to participate in the pilot program, which will coordinate the full range of resources including road freight, port storage, and sea freight booking.
NVOCCs, as a core hub, undertake export commissions from enterprises, integrate cabin information from multiple shipping companies, and form a “one-stop” service system.This model allows export enterprises to complete all customs clearance procedures at their doorstep. Export goods are directly shipped from Chenzhou Land Port to Guangzhou Nansha Port via railway, eliminating the customs declaration process at the coastal port.
After arrival, they are directly loaded onto ships for shipment, saving more than 24 hours of port storage time compared to traditional models.
This effectively solves the problems such as cumbersome procedures across different customs, redundant logistics links, and high overall costs in the past.
The export model achieves seamless integration with coastal ports such as Nansha Port and Yantian Port, further extending the functions of coastal ports to the inland. It is equivalent to moving the “seaport” to the doorstep of enterprises. Chenzhou and surrounding enterprises can easily connect with the global shipping network, effectively expanding foreign trade export channels.
While improving logistics efficiency and reducing enterprise costs, this model will also help relieve the cargo pressure at a hub port, expand the scale of import and export trade for a land port, and inject strong new momentum into activating regional industrial vitality and enabling high-quality development of local economy.
The multimodal transport services of Chenzhou Land Port have been further improved through mode innovation.
The mode involving NVOCCs and full bill of lading can be extended to other import and export cargo categories such as non-ferrous metals and construction machinery, driving Hunan and Chenzhou products to go globally, and thus the radiation and driving role of Chenzhou Land Port as the hub of southern Hunan's opening-up will be significantly enhanced.
