Cui Xuepiao, founder of Yueying Silver Jewelry Co., Ltd. in Yongxing County, Chenzhou City, reviewed her entrepreneurial journey over the past year, saying that thanks to the decision to engage in the processing and sales of silver products at the beginning, she was able to successfully determine her career direction.
Cui Xuepiao graduated from Hunan Polytechnic of Environmental and Biology in 2025. During her internship, she heard about various policies that strongly support college students' entrepreneurship.
Thinking of the famous China Yindu Cultural and Creative Park in her hometown Yongxing County, she was inspired to start a business.
After some investigations, with the support of her family, she chose to throw herself in the silver jewelry industry, considering that Yongxing County has a complete industrial chain from the extraction of silver jewelry raw materials to production and sales, especially the unique cloisonné technique silver products in the area. She can leverage local resource advantages for differentiated competition.
The entrepreneurial assistance measures at the city and county levels helped her smoothly overcome the initial difficulties. She was invited to settle in the college student entrepreneurship incubation base, which waived the rent for two years, and provided free live streaming equipment.
On the first day of the company's operation, the incubation base even arranged entrepreneurial mentors for training, and also provided it with a photography team and an after-sales team.Cui Xuepiao said that after one year of development, the company has achieved stable profits and its turnover has been increasing rapidly. For instance, during the single livestreaming event on this year’s Qixi Festival, the turnover reached over 4 million yuan.
In recent years, Chenzhou City has made targeted efforts in various aspects to create a “Chenzhou Entrepreneurship Hub” for college students and a friendly city for young people.
The local government regarded supporting college students’ entrepreneurship as a priority task for both the current period and the coming future.

On October 31, main officials of the Municipal Party Committee led 40 entrepreneurs to carry out the fourth “Entrepreneur Day” in Chenzhou City in Xiangnan University. They exchanged ideas with college students, answered their questions about entrepreneurship and employment, shared their entrepreneurial experiences. Some companies released their needs for talent and technology and signed agreements with universities for the demand and supply of talents.
Chenzhou City has also formulated several policies to strongly support college students’ entrepreneurship in Chenzhou in nine aspects such as policies, funds and projects.
At the same time, 13 supporting implementation rules and documents have been issued to ensure that the relevant measures are feasible and can be implemented.
It took the lead in revising the implementation measures for one-time entrepreneurship subsidies at the municipal level in the province, college graduates who have been away from school for more than 2 years and less than 3 years will get subsidies, and the subsidies will be disbursed from the special fund for supporting college students' entrepreneurship in Chenzhou City.
At the same time, Chenzhou City allocates 10 million yuan annually to set up a special fund for college students’ entrepreneurship, with the aim of providing key support for the incubation, guidance, and practice of college students’ entrepreneurial projects.
The original special funds of various kinds for supporting entrepreneurship will remain unchanged.
In 2025, 4.15 million yuan is allocated for employment-related funds and 2.5 million yuan for loan interest subsidies.
For eligible entrepreneurs and small and micro enterprises, a 50% subsidy on the actual loan interest rate will be provided.
In the first three quarters of this year, a total of 3.45 million yuan (including central, provincial, and municipal levels) was allocated for loan interest subsidies, including 1.59 million yuan for individual entrepreneurs and 1.86 million yuan for small and micro enterprises.
Chenzhou has established a coordination mechanism to support college students’ entrepreneurship work, with Huang Jinliang, deputy secretary of the Municipal Party Committee, in charge of the work progress.
It has formulated and issued the “Management Measures for Entrepreneurial Mentors for College Students in Chenzhou City” and the “Guidelines for the Construction Entrepreneurial Guidance Studios for College Students in Chenzhou City”.
More than 280 entrepreneurial elites have been selected from key industrial chains in Chenzhou, and the first batch of 60 entrepreneurial mentors have been appointed.
College students’ entrepreneurship guidance studios that have achieved significant results will be rewarded, and elite mentors will be encouraged to carry out “one-on-one” project counseling, helping to solve technical, financing and other problems.
The local government has also introduced the “Trial Management Measures for the Recognition of Municipal-level University Students’ Entrepreneurship Incubation Bases in Chenzhou City”. Three municipal-level university students' entrepreneurship incubation bases have been recognized for the first time in the province.
New entrepreneurship incubation bases have been established in campuses and industrial parks, and a total of over 100 university students' entrepreneurial entities have been incubated, creating employment opportunities for over 640 university students.
From January 2022 to October this year, the total number of registered business entities founded and operated by college students in the city was 2,803, among which the number of enterprises founded by college students was 1,545.
From May to October this year, the number of new enterprises founded by college students increased continuously for six months, ranking among the top in the province.
