The achievements of the China (Hunan) Pilot Free Trade Zone (PFTZ) over the past three years were released on a press conference held on September 13. In the past three years, 84 distinctive institutional innovation results have been achieved, and more than 34,000 enterprises have been set up. Characteristic industries have been developing vigorously, and opening-up has been deepened.

Among them, the Chenzhou Area of China (Hunan) PFTZ has actively integrated into the Guangdong-Hong Kong-Macao Greater Bay Area (GBA), improving the government environment, open environment and legal environment.

Business environment plays a vital role in local development. In terms of innovative measures made by the Chenzhou Area to connect with the GBA, Yang Ping, vice mayor of Chenzhou City said that Chenzhou is the south gate of Hunan Province. Over the past three years, the Chenzhou Area has actively integrated into the GBA, the government, open and legal environment have been effectively improved, and the construction of the Hunan-Guangdong-Hong Kong-Macao regional economic cooperation demonstration zone has achieved significant results.

First, a standardized and convenient government environment has been created. The “One-step Approval Process” has been implemented to simplify the approval process of government services.

The service mechanism “no veto right at windows” was demonstrated as a typical example by the government service center of Hunan Province. 438 most-needed government services were provided on a cross-provincial basis by Chenzhou Area in 16 cities of 5 provinces.

The service mechanism of enterprise and key project service specialists has been launched for the first time to promote the development of enterprises and project implementation.

The project of Sany Heavy Energy was completed and put into operation in 177 days, setting a new record in Chenzhou Area.

Second, continuous efforts have been made to create an efficient and open environment. Chenzhou Area has actively connected with the GBA, and upgraded investment strategies. Over 70% of new major projects introduced in the past three years come from the GBA.

Cooperation agreements with the GBA were signed to strengthen the direct connection between Hunan, Guangdong, Hong Kong and Macao, and promote employment and consumption in these four places.

4 industrial technology innovation centers such as new materials were set up. 8 high-end talent teams were introduced. Chenzhou Talent Group was established, attracting over 5,000 outstanding talents for enterprises in Chenzhou Area.

Third, a fair and just legal environment has been provided. The system of pre-establishment national treatment plus negative list for foreign investors was implemented. FTZ court, intellectual property court, and international commercial circuit court were set up.

Chenzhou Area has taken the lead in implementing pilot projects for enterprise compliance reform and issued the policy of “exemption from punishment for first and minor violations” for a list of 230 items in 11 fields, promoting the transformation of administrative law enforcement, making entrepreneurs feel at ease.

Well-known enterprises such as Corun and Grepow relocated their headquarters to the Chenzhou Area.
