This year, the Chenzhou Municipal Party Committee and Municipal Government has implemented policy measures in a row to create a good business environment and promote the high-quality development.

This year, Chenzhou City issued the “Opinions on Creating a Environment to Accelerate the High-quality Development of Chenzhou, encouraging cadres, local governments, enterprises and citizens to take bold steps for development.

It published the “Implementation Plan for Chenzhou City to Fight a Long-term Battle to Optimize the Development Environment”, in a bid to create a market-oriented, legal, international, first-class business environment.

The local government rolled out “Ten Measures to Further Encourage Cadres to Dare to Act”, “‘Ten Strict Prohibitions’ for Creating a World-Class Business Environment” and “Double Ten Regulations”.

The local government took the optimization of the business environment as its top priority, and set up a high-standard headquarters of “Six Campaigns” for economic growth, technological innovation, improved environment, risk prevention, safe production and people’s livelihood.

All these measures have optimized the growth environment of market players, and Chenzhou City is becoming a hot spot for investment and business from all walks of life.

Create an open and convenient government environment

Chenzhou City places emphasis on market evaluation, enterprise feeling and mass satisfaction. Everything they do is to solve problems. They start with the problems enterprises are most concerned about and least satisfied with.

It launched the Chenzhou City Brain Project with an investment of 150 million yuan, and accelerated the construction of the Chenzhou flagship store of Xiang Yi Ban super service terminal to make more matters able to be done online.

It facilitated the reform of “get things done at one time”, making each of 23 items able to done at one time, which are about business start-up, tax payment, project construction, production and management for leading industries of six industrial parks in the city.

Create a fair and just market environment

It deepened the communication and exchange mechanism between government and enterprises, and carried out activities such as “Entrepreneur Day” and “Breakfast Meeting between Government and Enterprises”, which have narrowed the distance between the park and enterprises.

It held a series of job fairs to help enterprises stabilize employment. 22 leading enterprises in the city’s nine advantageous industrial chains provided 885 jobs, and 30 enterprises in Chenzhou, Shenzhen, Foshan and Jiangxi provided 1,136 jobs.

It held 269 special recruitment activities, providing 46,940 jobs.

It built a comprehensive credit service platform for financing of CEI Benefiting Enterprises (Chenzhou) to solve the difficulties faced by small and medium-sized enterprises in accessing affordable financing.

In addition, it carried out activities to bring financial institutions into the Hunan Pilot Free Trade Zone (Chenzhou Area Station), with 7 enterprises granted 1.045 billion yuan in credit.

Create a legal environment for enterprises

Focusing on creating a first-class business environment based on the rule of law, the city continued to seek new ways and approaches for judicial services, and cultivated a stable basis for economic development, making the legal business environment a guarantee for the development of enterprises.

It successively issued “10 Measures on Supporting and Guiding Private Enterprises to Serve the Second Hunan Tourism Development Conference”, “Several Policies and Measures on Fighting the Active Battle of Economic Growth” and other policies, in a bid to promote high-quality development.
