In recent years, Chenzhou City, which has firmly adhered to the strategic deployment of “Digital China”, promoted the deep integration of digital economy and real economy by leveraging the digital industry chain as the link and the computing power cluster as the support, and has embarked on a path of digital transformation and development with Chenzhou characteristics.
As the core carrier of Chenzhou's digital economy, Dongjiang Lake Big Data Industrial Park has grown from a provincial-level big data industrial park to a “National Green Data Center" and a "Hunan Province Big Data Disaster Recovery Center” since its construction in 2016.
It is also positioned as one of the two major green intelligent computing industry clusters in the province.
In 2025, the park achieved a revenue of 580 million yuan in IDC leasing, cloud services, and bandwidth.
Nowadays, the scale of the park is steadily expanding, with 5 data (intelligent computing) centers, a total of 20,000 racks, 3,800 operational racks, a total storage capacity of 175.7 PB, and a computing power scale of 700 PFlops.
At the same time, the park has vigorously promoted integrated projects of “power sources, power grids, loads, and energy storage”, and planned to construct supporting facilities such as incremental distribution pilot operation center, talent apartment, and venture capital research center.
In terms of network infrastructure, the outbound network bandwidth reaches 6000G (expandable to 8000G), with low latency of 1ms to Chenzhou, 3ms to Changsha and 5ms to Guangzhou and Shenzhen through dedicated transmissions. The excellent network performance provides solid support for industrial development.
Chenzhou City has combined “going out” and “bringing in”. The leader of the digital industry chain led a team to carry out investment promotion activities in industrial agglomeration areas such as the Guangdong-Hong Kong-Macao Greater Bay Area, the Yangtze River Delta, and the Beijing Tianjin Hebei region. It also connected with well-known enterprises such as SPIC, China Electric Power Construction Corporation and iFlytek.
Starting from 2025, 11 major projects with an investment of over 200 million yuan each were introduced, with the total investment amounting to 9.371 billion yuan. Key projects such as Hunan Aishu’s “Chenzhou Medical and Health Industry Dongjiang Lake Shared Backup Center Project” have been implemented successively.
More than 10 projects are steadily advancing, such as the Jiuren Intelligent Computing Project and the Smart City Technology Service Platform, showing the cluster effect of the computing power industry.
In terms of attracting talents, Chenzhou has been deeply promoting cooperation between enterprises and universities. The Municipal Data Bureau, along with Chenzhou Mobile and Xiangtan University, has conducted research and development in such areas as data integration and security coordination.
Xiangnan Preschool Education College has been exploring new ways of talent cultivation in fields like artificial intelligence and the Internet of Things.
Meanwhile, Chenzhou has invited universities and research institutions such as Tsinghua University and Shuzu Technology to conduct research and hold discussions, offering advice for industrial development.
Chenzhou has deeply implemented the intelligent manufacturing actions.
In 2025, the city built 37 intelligent manufacturing enterprises, 67 intelligent manufacturing workshops, and 422 intelligent manufacturing workstations.
Eight companies, including Hunan Jenson Display and Attoes, have been rated as provincial-level advanced intelligent factories. And four projects have been included in the list of 100 iconic projects in Hunan Province's “Digital New Infrastructure” by 2025.
In the 2025 “Data Element plus” Competition Hunan Branch, 7 projects in Chenzhou won provincial honors, demonstrating significant achievements in digital transformation.
Focusing on creating a new highland for the coordinated development of regional digital industry, Chenzhou City is striving to promote the joint application of Zixing City and Chenzhou High-tech Zone for the national-level data industry agglomeration zone, becoming the only applicant recommended to the National Data Bureau in Hunan Province, except for Changsha.
It has formulated 40 policies to benefit enterprises in the digital industry, distributed over 1,000 policy manuals to various counties, cities, industry associations, and related enterprises to help them fully enjoy policy benefits.
Since 2025, major banks have cumulatively provided loans of 519 million yuan to the digital industry chain in Chenzhou, injecting financial impetus into the development of enterprises.
In the future, Chenzhou will further strengthen the guarantee of factors, continue to consolidate its computing power advantage, expand digital application scenarios, accelerate the construction of a full chain industrial ecosystem of “upstream intelligent manufacturing, midstream data center and downstream data application”, thereby promoting the digital economy to become a new growth pole for high-quality development in Chenzhou.
