The Natural Resources and Planning Bureau of Chenzhou City issued the city's first real estate certificate for mining rights to Chenzhou Kaifu Trading Co., Ltd. on December 31, 2025, marking the implementation of the separation of the real right registration (property rights) from the administrative licensing (exploration and mining permits) in the new "Mineral Resources Law" in Chenzhou.
For a long time, mining permits were taken as both property rights certificates and administrative licenses, which led to such problems as unclear ownership boundaries and insufficient protection of enterprise rights and interests.
The newly revised “Mineral Resources Law of the People's Republic of China” officially came into effect on July 1, 2025. The real estate certificate of mining rights is used as a legal document of property right, which defines the property attributes and ownership of mining rights, and support market-oriented operations such as mortgage and transfer; while the mining permit serves as an administrative license to regulate mineral resource exploration and mining activities. This achieves the separation of “property rights protection” and “administrative supervision”, helping build a more standardized and efficient mining business environment.
The Chenzhou Municipal Natural Resources and Planning Bureau actively implemented the reform requirements, completed the system construction and approval process configuration of the Hunan Natural Resources Smart Platform at the city level, and officially issued relevant measures, realizing online application, online acceptance, and parallel review of mining rights registration and licensing matters at the city level.
The Shishanling Building Stone Limestone Mine, owned by Chenzhou Kaifu Trading Co., Ltd., is the first city-level authorized mining right in the city to complete registration and licensing approval in accordance with the reform requirements.
“The landing of the new platform and the issuance of the ‘first certificate’ enhance confidence for the development of our enterprise, and further strengthen our confidence in developing the mining industry in Chenzhou,” said Xu Wenzheng, the general manager of the company.
