To effectively protect the rights and interests of resettled people from the reservoir area and promote rural revitalization, in recent years, Guiyang County, Chenzhou has focused on the construction of the “Xixi Rural Complex” in the resettlement industrial park in the reservoir area, promoting the employment and income increase of relocated people through industrial development, and injecting new impetus into the economic and social development of the reservoir area and the resettlement area.
The Xixi Rural Complex, located in the Guiyang County Reservoir Area Relocation Industrial Park, is the main carrier to help relocated people increase their income and promote rural revitalization.
It was invested and built by Hunan Ladu Enterprise Development Group Co., Ltd. The county's reservoir area resettlement affairs center has invested more than 3.7 million yuan to support the construction of the industrial park.
The complex, with the national agricultural geographical indication product “Guiyang Wuzhua Chilli Pepper” as the core, is closely related to the needs of resettled people, and covers 8 key relocation villages including Gutian Village, Tangxia Village, and Fangyuan Village in Fangyuan Town, benefiting more than 1,800 relocated people.
It strives to create a demonstration model of relocation industry that shows the integration of primary, secondary, and tertiary industries, agriculture-culture-tourism integration, and industry-university-institution integration.
The Chili Processing Industrial Park is a project to drive income increase for relocated people based on local characteristic resources. It plans to build 15,000 square meters of factory buildings, and is expected to produce 400 million bags of “dried chili and radish” annually after completion.
The first phase of the factory has completed the main structure and is expected to be
put into operation by the end of this year, with an annual output of up to 200 million bags.
This project adopts a model involving enterprise, cooperative and growers to drive the development of chili pepper cultivation among relocated people and farmers in Fangyuan Town.
Employment opportunities will be prioritized for relocated people in the processing stage, while annual dividends will be paid to village collectives (including resettlement villages).
After the project is fully put into operation, it can process more than 8,000 tons of chilli products annually, drive 1,000 surrounding farmers to plant 5,000 mu (333.33 hectares) of Guiyang Wuzhua Chilli Peppers, and directly offer job opportunities for 80 people.
The space cabin homestay inn project is an important part of agriculture-culture-tourism integration of the “Xixi Rural Complex”. It combines scenic resources such as the “Agricultural Park” and “Chili Amusement Park” to create a unique accommodation experience. Currently, 10 cabins have been built and put into use.
The project involves the relocated people in service and management, while it also drives the development of supporting businesses such as catering and retail for surrounding resettled people, allowing them to share the benefits of business development.
As a key project in the primary industry, Baimu A2 dairy demonstration and sightseeing pasture has become an important support for resettled people to find employment nearby.
The ranch plans to breed 500 A2 cows, which can provide fresh milk for 100,000 people every day. Currently, there are 200 cows in the first phase, and the daily milk supply can meet the needs of 40,000 people.
This project fills the gap in high-quality milk sources in the region, promotes the integration of agriculture, culture, and tourism, and creates a stable source of income for relocated people.
“The first phase of the Baimu A2 dairy cow sightseeing demonstration pasture has been completed, and the second phase is currently under construction. After full production, it can produce 30,000 tons of high-quality A2 fresh yogurt annually, create an annual output value of over 300 million yuan, and drive nearby employment for 100 people,” said Zhou Lang, general manager of Hunan Baimu Food Technology Co., Ltd..
In addition, the pigeon breeding base constructed through investment promotion in the “Xixi Rural Complex” has further enriched the resettlement industry chain and become an effective supplement to income increase for the resettled.
Li Weiwei, chairman of Hunan Fangxiangyuan Agricultural Technology Co., Ltd., said, “The company has invested in the construction of a pigeon industry park in Guiyang County. The first phase, with a total investment of 150 million yuan and an area of 110 mu (7.33 hectares), has an annual stock of 300,000 pigeons, and an annual output of 5 million breeding pigeons and meat pigeons. After completion, the annual output value will reach 200 million yuan, and more than 300 people will be employed in the surrounding areas.”
At present, the “Xixi Rural Complex” has initially established a new business model for increasing income of relocated people through the integrated development of industry, agriculture, culture, tourism and wellness.
Next, the county government will continue efforts in project follow-up and service, so as to ensure that the resettlement projects can truly enrich the people, and inject momentum into the high-quality development of the relocation area.
