Chenzhou City was selected as a national processing and trade industrial park recently, becoming the second one in Hunan province to be awarded this title, and adding another national-level important carrier for the high-quality development of Hunan’s processing trade.
The National Processing and Trade Industrial Park in Chenzhou City follows the layout of “one park and three zones”, covering the Chenzhou Area of Hunan Pilot Free Trade Zone, Chenzhou Economic Development Zone, and Yongxing Economic Development Zone, with a total planned area of 41.66 square kilometers. It focuses on the development of two leading industries: non-ferrous metal new materials and electronic information.
Among them, relying on Chenzhou’s abundant resource endowments, technological advantages, and the advantage of holding the London Bullion Market Association (LBMA) silver delivery brand, the non-ferrous metal industry will focus on developing industrial chains such as the deep processing, comprehensive recycling and utilization of rare and precious metals such as gold and silver, as well as precious metal jewelry processing.
In terms of electronic information manufacturing, the park has gathered a number of electronic information manufacturing enterprises represented by Delta Electronics. It plans to focus on the development of electronic components and core parts, consumer complete machines and intelligent terminal products, and promote the coordinated development of the electronic information industry and the non-ferrous metals industry, especially the lithium battery new energy industry.
Huang Qin, director of the Chenzhou Municipal Bureau of Commerce, said that Chenzhou will fully leverage the platform effect of the national processing trade industrial park, actively and proactively undertake the transfer of processing trade industries from the Guangdong-Hong Kong-Macao Greater Bay Area, optimize the business environment, continuously strengthen the non-ferrous metal and electronic information industrial chains, promote the transformation and upgrading of processing trade, and inject new momentum into building an inland highland of opening-up and reform for the entire city and even the whole province.
Chenzhou is located at the “southern gateway” of Hunan province, and is the “bridgehead” for Hunan province to connect with the Guangdong Hong Kong Macao Greater Bay Area. Chenzhou Land Port is the first in the province to implement the fast customs clearance through the model of Hunan-Guangdong-Hong Kong Single E-lock Scheme (SELS) between Hunan, Guangdong and Hong Kong. It has opened 8 full bill of lading routes covering 6 countries.
During the 14th Five-Year Plan period, the processing trade volume of Chenzhou increased from 11.465 billion yuan to 36.22 billion yuan, with an average annual growth rate of 18.8%. Its proportion in Hunan's total processing trade increased from 16.12% to over 40%, and it has maintained the first place in the province since 2024.
