The Chenzhou Comprehensive Bonded Zone has achieved significant breakthroughs in its development on the occasion of the 5th anniversary of the establishment of the Chenzhou Area of Hunan Pilot Free Trade Zone.

According to the Chenzhou Customs, Chenzhou Comprehensive Bonded Zone has risen to the second place in Hunan province and the 63rd place in the national comprehensive bonded zone performance evaluation in 2024.

The annual import and export volume reached 13.66 billion yuan, a year-on-year increase of 47.9%, ranking first among the five comprehensive bonded zones in the province in terms of growth rate.

This has also become a typical example of Chenzhou Customs’ efforts to provide targeted service for regional economy and optimization of business environment.

Chenzhou Customs implemented targeted policies to reduce the burden and increase efficiency for enterprises.

It helped enterprises reduce domestic sales costs by over 8 million yuan within the year by implementing the policy of “selective taxation for domestic sales, and making centralized customs declaration for goods delivered in batches”.  

The customs exempted advanced certified enterprises from the guarantee for centralized customs declaration for goods delivered in batches, reducing the capital occupation by over 7.2 million yuan.

It also streamlined the tax declaration process for leftover materials, helping enterprises reduce tax costs by over 10%.

In terms of cross-border customs clearance, Chenzhou Customs has innovatively implemented Hunan-Guangdong-Hong Kong Single E-lock Scheme (SELS), improving the efficiency of goods transportation by more than 50%.

From January to August this year, 247 consignments of goods with a value of 429 million yuan have been cleared through faster customs clearance. At the same time, Chenzhou Customs has strengthened cooperation with other departments and launched a pilot program for the recycling of non-bonded packaging materials, with a recycling efficiency of over 50% and annual cost savings of over one million yuan for a single enterprise.

It has established a collaborative protection mechanism for intellectual property rights in conjunction with the judicial department, and promoted the scale of bonded maintenance services within the zone to account for over 80% of the province’s total.
