Chenzhou rolls out measures to support college students’ entrepreneurship

Chenzhou City released the “Several Policies to Support College Students’ Entrepreneurship” on April 28. There are 15 measures around financial support, entrepreneurship subsidies, and entrepreneurship services. Special funds of 10 million yuan are distributed annually to support college students in starting businesses.

According to it, subsidies will be granted for start-ups and self-employed businesses for two years, with the maximum subsidy of 100,000 yuan for premises rent per year, the startup fee of 10,000 yuan for each start-up company and 5,000 yuan for each self-employed business, as well as the trademark registration fees based on actual expenses, with up to 5 trademarks for a single entity.

College students are invited in Chenzhou to participate in innovation and entrepreneurship in its leading and characteristic industries.

For example, college students that participate in the digital development of cultural and tourism will be rewarded up to 100,000 yuan based on the effects of new media communication.

Any business entity that make efforts to build a “vegetable basket” base for the Guangdong-Hong Kong-Macao Greater Bay Area will be rewarded 20,000 yuan.

At the same time, priority will be given to full-time innovation and entrepreneurship talent teams with key core technologies in fields such as modern agriculture, new energy, and new materials, with project funds ranging from 500,000 to 5 million yuan.

Local authorities would offer efficient and convenient services in order to lower the threshold for starting businesses. Non-local entrepreneurs can enjoy free accommodation in the entrepreneurship post station for 4 days. The College Student Entrepreneurship Column on the “Xiangyiban” platform provides college students with one-stop service.

According to the policy, Chenzhou will also cultivate a number of college student entrepreneurship incubators and encourage technology enterprise incubators and maker space to provide incubation services for college students.

Entrepreneurial mentors will be hired to provide full-cycle guidance, with a one-time reward of 50,000 yuan offered to guidance studios with significant results.

Meanwhile, Chenzhou encourages college student entrepreneurship and innovation competitions, supports college students who start businesses in Chenzhou to participate in various innovation and entrepreneurship competitions, provides awards and subsidies for outstanding projects in entrepreneurship competitions that settle in Chenzhou, and singles out top ten typical examples of college students’ entrepreneurship every year, which will get a reward and be promoted by media at all levels.

This policy benefits college students from junior college students to doctoral students at school and within three years after graduation, including graduates from technical colleges. The policy follows the principle of “Not on the High-low and no repeated rewards and subsidies”, which is valid for three years.

“College students are the main force of innovation and entrepreneurship, and their innovation and entrepreneurship are related to the long-term development of a region. This policy will inject strong impetus into the employment and entrepreneurship of college students,” said Han Guang, deputy mayor of Chenzhou City.
