When I see everyone working hard and earning money to support their families in the new factory, I feel that this reconstruction is not only about building a factory, but also about building a ‘stable home’ for villagers,” said He Huajian, head of Jianhui Clothing Company.

In recent days, workers have been busy fulfilling orders at the workshop of Jianhui Clothing at the centralized resettlement site (Fuxiangyuan) of Zhoumensi.
The company suffered heavy losses in last year’s flood, with 90 pieces of equipment and large quantities of production materials swept away by the flood, resulting in direct economic losses exceeding 1.2 million yuan.

After learning about this situation, the local government of Zhoumensi Town immediately offered a hand to the company. Nowadays, Jianhui Clothing has built a new factory with an area of over 270 square meters on the first floor of the resettlement site, which has provided job opportunities for over 30 people that relocated here, of whom nearly 30% are disabled.
This year, the human resources and social security authority has taken a series of measures to promote employment and built a long-term employment system.

Song Xiaohua is an employee of Jianhui Clothing and a beneficiary in Zhoumensi Village, Zhoumensi Town. He has difficulty in walking caused by his hands and feet being covered in calculus, so the factory specially arranged for him to be responsible for inspecting goods, packaging, and cutting thread ends, which he could handle easily.

He said, “I was very anxious when the factory was hit by the flood, because it was not easy for someone like me to find a job. I didn’t expect the new factory would be built so quickly. I can continue to work, and earn money on my own every day. My family's life is much more stable.”
The local human resources and social security authority has also made a real-name employment assistance sheet, provided over 20,000 times of employment services, helping 4,707 people get re-employed and 285 people start businesses.

In response to the demand for technical talents in post disaster reconstruction, the city has carried out targeted skills training, with 53 training sessions on excavators, forklifts, drones, etc., enabling 1,942 people to master new skills.
At the same time, 27 job fairs were held in those towns severely affected by flood, providing over 8,000 job opportunities and helping 388 people find employment.

To help villagers work nearby, the city has also established an employment system involving workshop, project and public welfare posts. 20 employment assistance workshops covered all centralized relocation sites, attracting 960 people.

47 “work relief” projects invested 99.55 million yuan, driving more than 3,000 people to find employment nearby. 359 public welfare positions have been prioritized for disadvantaged individuals, with all disaster-stricken labor with employment intentions re-employed.

“Next, we will deepen the service system to offer assistance based on classifications, refine vocational training to enhance employment capacity. Relevant responsible units and townships should strengthen cross-departmental collaboration to ensure that at least one person from each relocated family can get employment,” said Chen Yongzhong, director of Zixing human resources and social security bureau.
