‘Phased filing’ improves approval processes

After reform policies such as phased filing were implemented in Zixing City of Chenzhou, the project completion cycle has been significantly shortened.

Since July this year, Zixing City has vigorously promoted reform policies for engineering construction approval, to efficiently serve key engineering projects, facilitate enterprises and the public to handle affairs, and create a stable, fair, and transparent business environment.

The phased filing pioneered by the city, which breaks the traditional mode of centralized archiving after completion, allows key archival materials to be submitted in stages during the construction process, thus greatly reducing the waiting time for later acceptance.

In terms of project acceptance, in the past, it used to take nearly a month or even several months for enterprises to apply for acceptance once. After the reform, the housing and construction department coordinate and accept within one working day, and conduct unified on-site verification within three working days, letting enterprises avoid multiple visits to different departments.

At present, 3 projects in the city have completed completion filing, and 10 projects have entered the pre service stage.

In addition, the Industrial Reform Office of Zixing City has established a joint meeting mechanism, organizing 20 service units including the Development and Reform Commission and Natural Resources to provide system operation guidance, material pre-approval and other services before approval for the entire process of enterprises through on-site guidance, cloud meetings and other methods. This effectively makes project application smoother.
