Recently, the Chenzhou Municipal Finance Bureau, together with the Health Commission and the Family Planning Association, issued a document proposing the implementation of the service project about improving birth policies starting from 2026. This initiative will provide comprehensive support and care for special families facing difficulties in family planning, such as a couple who have lost their only child and have no ability or desire to have another baby
As the first project of its kind in Hunan Province supported by financial guarantees, it involves an annual investment of approximately 3 million yuan.
This initiative is specifically designed to provide a series of support measures for 3,390 special families across the city. Through government procurement of services, the village (community) family planning associations undertake the specific tasks.
For ordinary special families, home visits are conducted no less than four times annually, with an annual subsidy of 600 yuan per household (400 yuan for families with only one special member).
For priority families such as the elderly (over 80 years old), those living alone, or those with disabilities, no less than eight times of home visits are offered annually, with an annual subsidy of 1,200 yuan per household (800 yuan for those living alone).
The city has also established a liaison mechanism within village (community) family planning associations, offering six core services of daily contact, emergency assistance, policy promotion, emotional support, smooth grievance channels, and organizational coordination.
This builds a comprehensive, multi-tiered care and support system for special families.
The policy will be fully implemented across all 11 counties, districts, and urban areas of the city by 2026, aiming to foster a fertility-friendly society and promote balanced population development.
The Chenzhou Municipal Finance Bureau will incorporate the funding for birth policy initiatives into the priority list of public welfare expenditures, with an annual investment exceeding 3 million yuan.
This will enhance the four-tier fiscal coordination mechanism at the municipal, county, township, and village levels, to ensure sustained the implementation of the policy and provide replicable “Chenzhou experience” for the entire province.
