On the morning of April 10, the National Medical Insurance Bureau held a special press conference and briefing on the “Guiding Opinions on Supporting the Development of Primary Medical and Health Services through Medical Insurance”. Chenzhou Municipal Medical Insurance Bureau, as one of the only two municipal-level medical insurance departments in the country, was invited to participate in the event and delivered a typical speech at the meeting on its experience in supporting the development of primary medical and health services through medical insurance.

In recent years, based on local realities, the Medical Insurance Bureau of Chenzhou City has taken the reform of payment methods as the core focus, innovatively implemented the "3-5-3" work model featuring "three-dimensional efforts, five specialized collaborations, and three linked measures", empowering the high-quality development of grassroots medical and health services.
For "three-dimensional efforts", it has given full play to the leverage role of medical insurance payment. By promoting the coordination of multiple payment methods such as outpatient capitation payment, DRG payment, and total payment for compact county-level medical communities, it has realized the inclination of medical insurance funds to the grassroots and stimulated the vitality of grassroots medical institutions.For "five specialized collaborations", it has accurately addressed the pain points of people's livelihood at the grassroots level. It has innovatively implemented five specialized measures, namely specialized disease management, specialized drug guarantee, specialized tilt, expert sinking, and specialized group services, gradually achieving the goal of “daily management of chronic diseases can be carried out without leaving the village, and general common diseases can be treated without leaving the township”.
For "three linked measures", it has promoted the in-depth and solid implementation of family doctor contracting services. By linking family doctor contracting with outpatient benefit policies, advance payment of medical insurance funds, and annual assessments, it has promoted the thansformation of family doctor contracting from "pursuing quantity" to "focusing on quality", enhanced the enthusiasm of insured residents for signing contracts, and encouraged grassroots medical institutions to improve the level of contract performance management and services.
The nationwide promotion of Chenzhou's experience by the National Medical Insurance Bureau is a full affirmation of Chenzhou's in-depth reform of medical insurance and its service to the grassroots.
