On October 11, there was a busy scene inside the Chenzhou Land Port International Express Supervision Center. A truck loaded with goods slowly drove out and headed straight for Hong Kong through the model of Hunan-Guangdong-Hong Kong Single E-lock Scheme (SELS).
As of October 11, over 306 trains were operated this year through SELS, a year-on-year increase of 53%. The value of goods reached 535.7 million yuan, a year-on-year increase of 73.04%, exceeding the annual target ahead of schedule and achieving a double leap in customs clearance efficiency and value of goods.

Behind this impressive performance report is the result of Chenzhou Land Port fully unleashing the benefits of institutional innovation. As the first cross-provincial SELS pilot outside Guangdong Province, Chenzhou Land Port has created an efficient and convenient cross-border logistics channel for enterprises with its exclusive time advantage of “7-hour direct access to Hong Kong and 24-hour round trip”, becoming an important hub for connecting the southern Hunan region with the Guangdong-Hong Kong-Macao Greater Bay Area.
Next, Chenzhou Land Port will focus on the demand for the efficiency of logistics transportation and the high value of goods, deeply activate the dual wheel drive efficiency of “bonded zone - port linkage”, and make efforts to build three major highway channels for electronic information products, mineral products, and agricultural and sideline products.
It will promote the centralized distribution of Chenzhou geographical indication agricultural products such as Yizhang navel oranges, Yongxing bingtang oranges, Zixing honey oranges, and fresh products supplied to Hongkong throughout the province to the Chenzhou land port, forming a two-way logistics loop of SELS.
Through the effect of large-scale distribution, Chenzhou Land Port will drive the highway transportation prices to decrease by 27% compared to the original model, and open daily buses through SELS.
Relying on the functions of Hong Kong as an international shipping hub and a free port, it will further extend the international sea-rail multimodal transport network, and build a fast logistics link of “direct supply in Chenzhou, distribution in Hong Kong, delivery worldwide”.
