The signing ceremony for the Rucheng (Changsha) Enclave Incubation Base Project was held at the Xiangjiang Sci-tech Innovation Base of Yuelu District, Changsha City recently. The local government of Rucheng County signed agreements with two technology companies on the ceremony, which aims to help college students achieve their entrepreneurial dreams through this incubator.

The enclave incubation model refers to registering a company in one place while achieving incubation in other places, which means to achieve cross-regional win-win cooperation by establishing incubation platforms in developed regions and leveraging their advantageous resources.
“These projects will be incubated in Changsha, and then will go back to Rucheng in the future, leveraging Changsha’s sci-tech innovation advantages to support the development of Rucheng’s industries,” said Xiao Lang, the head of Rucheng (Changsha) Enclave Incubator.
The incubation base integrates multiple resources from the government, universities, and enterprises, providing comprehensive support for college students' innovation and entrepreneurship.
Previously, the inspection team of the incubation base conducted research into multiple college student entrepreneurship projects in the National Technology Transfer Center of Central South University.
Among them, two were signed, and another 10 are under negotiation.
Now, the county government has set up special funds to support the incubation base.
To promote employment and entrepreneurship among college students, the county government has introduced action plans for talent development and management measures for talent introduction, with 10 million yuan allocated by the county finance department as a special fund for talent development.
60 talent apartments have been built, and living allowances of 984,000 yuan have been provided for 56 newly introduced talents.
17 city-level talents and 25 county-level talents have been recognized; technical cooperation and paired-up assistance agreements have been signed with more than 40 universities and multiple high-level expert teams, so as to attract college students and young entrepreneurs to start businesses.
