SELS helps reduce logistics cost and time

At the Chenzhou International Express Supervision Center, a vehicle carrying express parcels and personal goods departing from Hong Kong entered the lane of the Chenzhou Customs through Hunan-Guangdong-Hong Kong Single E-lock Scheme (SELS), with customs verification and other procedures done within one minute.

SELS is a convenient cross-border customs clearance model. Under this model, the imported or exported goods pass through the ports of Guangdong without the need of customs transfer, vehicle change, inspection and others. A vehicle can complete a round trip within 24 hours, with more than 800 yuan saved in logistics costs. 
 
Deng Zheng, an executive of the SELS business of Chenzhou International Land Port Development Co., Ltd., said: “SELS helps reduce logistics costs by about 30% for enterprises when goods are directly shipped from Hong Kong to Chenzhou. And the time can be shortened from 48 hours to 8 hours now. Not only it saves time and logistics costs for enterprises, but it also provides great convenience in customs clearance procedures, truly reducing costs and increasing efficiency.”

SELS serves as an important logistics channel connecting Hunan, Guangdong, Hong Kong and other places. The customs offices in Hong Kong, Shenzhen and Chenzhou achieve seamless connection through information sharing, mutual recognition of supervision, and mutual assistance in law enforcement, which solves the problems of cumbersome procedures, long time, and high costs in traditional cross-border logistics clearance models.

Since its launch in 2023, the SELS channel has achieved a doubling growth. In 2024, 262 consignments of goods were transported through SELS, a year-on-year increase of 197.7%, and the value of goods reached 420 million yuan.
 
Up to now, 102 vehicles have been operated under this model, with a total value of 210 million yuan.
